Bôndy is a group of impact companies, a pioneer in the development of solutions based on nature in Madagascar. The organization is structured around complementary departments developing solutions dedicated to natural capital:
• Carbon: development of carbon credit projects via mangroves and reforestation.
• Advice and catering: support for companies in their sustainability strategies.
• Supply chains: development of sustainable agricultural value chains.
Local communities are at the heart of our projects. The Ma Honko flagship project aims to restore 40,000 hectares of mangroves in 4 regions of Madagascar. This carbon project develops income-generating activities for local communities, based on the sustainable and harmonious exploitation of natural resources.
To ensure the sustainability of these resources, Bôndy is recruiting a Governance Manager to further engage the various partner communities in the restoration/protection of mangroves in the project areas.
Purpose of the position
The Governance Manager will oversee the development, improvement and deployment of tools, approaches and training aimed at engaging local communities in solid governance systems.
The objective is to size, articulate and secure clear rights/duties mechanisms for access, monitoring, and management of ecosystems (mangroves, peripheral wood energy forests, agroforestry areas).
The position will operate transversely in all the regions where Bôndy operates, with strategic priority given to the Ma Honko project areas.
Main missions
Act as an expert and leader to create/consolidate appropriate management structures in order to sustain the restoration of large mangrove areas.

1. Securing rights and community governance
- Support the establishment, diagnosis and legal recognition of community institutions (associations, committees) so that they effectively represent their members.
- Ensure alignment between community approaches, customary law and national/international standards as well as environmental and social specifications.
- Building 'conservation agreement' systems to link new economic opportunities and social investments with the reduction of threats affecting mangroves and restored areas.
2. Tool development and training
- Accessible tools: Develop intuitive tools and technologies to facilitate planning and problem solving at the local level.
- Educational resources: Create manuals, facilitation guides, and videos for self-learning for teams and communities.
- Skills development: Organize workshops, practical training and mentoring to transfer theory to practice.
3. Advocacy, data and cross-department synergies
- Collaborate with the DSI and Communication team to collect socio-economic data (baseline and KPI), integrate the results into the engagement of the various stakeholders and provide quantitative and qualitative evidence to support changes in local practices.
- Support national advocacy initiatives to raise decision-making power and community representation on surveillance issues.
4. Community Development Plan and Benefit Sharing
- Develop a Community Development Plan structured around various strategic axes, aligned with the priorities of communities and aimed at sustainably improving their living conditions in the Ma Honko project intervention areas, based on the results of the socio-economic reference study.
- Ensure the monitoring of the implementation of the Social Development Plan and the benefit-sharing mechanism.
5. Team management and leadership
- Manage all the socio-organizers and community structurers working on the various sites in Bôndy.
- Ensure the development, well-being and continuous evaluation of team members (goals, quarterly reviews).
- Develop a dynamic network of local actors around forest/mangrove restoration and governance issues.
Profile wanted
Formation
- Postgraduate degree (Master or equivalent) in law, public policies, rural development, social or political sciences.
Experiment
- Minimum 5 years of experience in a field related to community rights and community management of natural resources.
- Proven experience working with civil society, local governments, and national institutions.
- Prior experience in organizational capacity building and team management.
- Field experience in isolated and challenging environments is required.
Key skills
- Strong technical expertise in good governance principles and policy analysis.
- Excellent communication skills, both oral and written, in French and English. Mastery of Malagasy is essential for this position.
- Ability to popularize and explain complex concepts in simple terms to uninitiated audiences.
- Ability to synthesize and learn from data analysis to adapt the program.
- Interpersonal skills: Empathy towards local communities, collaborative leadership approach, adaptability, humility and integrity.
Position in the organization
- Report directly to the Blue Economy Technical Department in Bôndy.
- Works in close collaboration with the Green Economy and Supply Chain Departments.
Expected results
- A diagnosis and an action plan for the establishment and legal recognition of community institutions (associations, committees) are carried out in the priority areas of the Ma Honko project
- A “conservation agreement” system is built, discussed internally and launched on a priority pilot area
- A cycle of practical training and workshops is organized for communities and teams of socio-organizers in order to ensure the transfer of integrated governance theory into practice.
- All priority sites have a complete team of socio-organizers with clear objectives
