Job context
The Beekeeper (TBK), a company that harvests, processes and exports honey, is implementing various structuring projects with its beekeeping partners across Madagascar. As part of these projects TBK needs:
- Develop and monitor disbursement schedules according to the criteria of the various donors/financial partners
- Have financial needs validated by certain financing organizations (World Bank, EU...)
- Conduct and submit mandatory monthly and quarterly reports
- Ensure audits and permanent control possible
- Comply with strict procurement requirements.
- Ensure the implementation and monitoring of its environmental and social plan
- Guarantee the good traceability of products from projects at the honey factory
The Project Manager is the key person to avoid blocking funds, non-conformities or terminating projects with respect to the various donors.
Purpose of the position
Ensure that:
- All the Project disbursements respect the procedures of the various donors
- All the Expenses are eligible according to the rules of the various donors
- All the Reporting is done on time
- The company is audit-proof at any time
- Support TBK teams for good workings General of The company
Main missions
1. Administrative management of projects
- Monitoring of the overall schedule (activities + budget + disbursements) in connection with the technical, sourcing and production teams.
- Updating project monitoring tools
- Coordination between teams: field/finance/management
2. Disbursement Management (CRITICAL)
- Prepare the disbursement requests
- Compose the complete files:
- invoices
- contracts
- procurement documents
- Submit to the lessor for mandatory prior validation
- Follow the validations and restart if necessary
3. Technical & financial reporting
- Prepare the mandatory monthly reports
- Follow project indicators
- Consolidate field data + financial data
- Respect the formats of the different donors
4. Compliance & document management
- Check the eligibility of expenses according to the rules of the donors
- Ensuring respect:
- procurement procedures
- rules and standards of donors
- Organize archiving:
- physical + digital
- Guarantee availability of documents for audit
Obligation to keep the parts + control possible at any time
5. Dedicated bank account monitoring
In support of the Administrative and Financial Manager:
- Follow dedicated accounts
- Check consistency:
- spending
- bank statements
- Prepare to send monthly statements to lessors
6. Environmental & social monitoring
- Follow the implementation and operation:
- Complaint Management Mechanism (management of written and oral complaints)
- environmental compliance (Implementation and monitoring of the PGES)
- Collect associated field data
- Integrate these elements into the reports
7. Internal structuring support
- Set up:
- dashboards
- internal processes
- Improving the fluidity of exchanges with the various donors
- Anticipate the risks of blockages
8.TBK operation support
- Help production teams during receptions and products and peak production in honey houses.
- Support sourcing and production managers on the traceability and archiving of traceability documents for products from the various funded projects.
