Core department mission
Ensure the reliability and compliance of HR administrative management and payroll by providing senior expertise across the entire HR cycle. Actively contribute to structuring and improving HR processes, and support the HR Manager in the operational oversight of personnel administration for the Bôndy and La Compagnie du Miel sites.
Work location: Analamahitsy, Antananarivo
A. Personnel administration
- Manage, secure, and update HR databases in collaboration with the HR Assistant, who handles routine data entry.
- Verify and validate employment contracts, amendments, work certificates, attestations, job offers, and all internal and external administrative correspondence originating from the external HR firm.
- Monitor employment contracts (probationary periods, fixed-term contracts, seasonal, temporary, and consultant agreements).
- Manage and ensure the accuracy of working hours based on schedules collected and prepared by the HR Assistant from field data.
- Track, validate, and record absences.
- Ensure compliance with internal regulations and procedures.
- Handle family allowance processing (disbursement, payment, and BAF returns to the CNaPS).
- Serve as the primary point of contact for field staff regarding administrative matters and provide regular reports.
- Manage expatriate files and handle administrative formalities (visas) in collaboration with the General Management Assistant.
- Verify nominal statements and monitor monthly and quarterly filings submitted by the external firm.
- Handle new hire and termination filings (health insurance, bank).
- Organize and supervise the archiving of files, documents, and administrative records, with the HR Assistant handling the operational execution of these tasks.
B. Monthly payroll management and daily wage payments
- Ensure the accuracy of payroll data (timesheets, leave, overtime, attendance, etc.) by working with the HR Assistant to collect and prepare field data; the Admin & HR Officer verifies, validates, and transmits this information to the external firm for payroll processing.
- Review and validate pay slips and payment statements prepared by the external firm for all employees (permanent, daily, and consultants), with the external firm responsible for calculating payroll (IRSA, social security, and tax contributions).
- Prepare and distribute payslips
- Manage and follow up on payroll-related inquiries
C. Reporting
- Maintain HR dashboards
- Ensure the effectiveness of weekly activity reports and monthly reporting
D. Structuring HR processes
- Develop and implement a shared HR calendar with key deadlines (payroll closing, social and tax filings)
- Draft and formalize HR administrative procedures and guides to harmonize practices between Bôndy and La Compagnie du Miel sites
- Monitor and ensure compliance with internal deadlines, with systematic escalation to the HR Manager in case of non-compliance
Candidate profile
- Minimum 4-year degree in Human Resources Management, Finance, Economics, or Management (Master I or equivalent)
- Minimum 5 to 7 years of experience in HR administration and payroll, including at least 3 years in a similar position of responsibility
- Proficiency in Malagasy labor law
- Proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Proficiency in Google Workspace (Sheets, Docs, Drive, Slides)
- Fluency in French (spoken and written)
- Advanced expertise in complex payroll management (multisite, daily workers, expatriates, consultants)
- Ability to structure and formalize HR procedures and tools (calendars, guides, forms)
- Experience in multisite management
- Ability to support and supervise an HR assistant on payroll and administrative matters
